As the electrical energy system transitions and climate policy enables greater investment in sustainability efforts, there is a need to coordinate initiatives for onshoring of renewable energy manufacturing and energy affordability. This research proposes a control theory based model to describe a new PV technician's holistic development in response to a PV manufacturing being placed in their vicinity.
